Assuring that no misuse of funds without proper execution of work by contractors as seen in the past will be entertained under the BJP led coalition government, chief minister N Biren has said that all schemes and projects implemented by the government would be monitored through satellite mapping and GPS and the progress of the work would be uploaded on the website.
Chief minister N Biren was clarifying on the policy cut motions and observations raised by MLAs Md Abdul Nasir, P Brojen Singh, K Meghachandra, K Leishiyo and O Surjakumar during discussion for passing the demand for grants of MOBC and ST department in the assembly on Monday.
The chief minister further stated that the government is implementing human oriented schemes targeted to benefit the poorest of the poor. He also said that the new government is committed to maintaining maximum transparency for bringing inclusive development in the state. The government has already launched website of Digital Application for Review by Public and Nation (DARPAN) to monitor the progress of various developmental projects undertaken by various departments in the state.
N Biren also said that the government has been trying to bridge the gap between the hills and the valley by ensuring equal development.
There is the need for a topographical need based budget to bring inclusive development in hills and valley, the CM explained.
He also said that the government has already waged a war against drugs and is finding out ways to provide alternative means of livelihood to farmers who are indulging in poppy cultivation. In this connection, the government will take up a special scheme for the poppy planters immediately after the end of ongoing assembly session.
The chief minister also informed the house that Manipur is not at all a resource poor state. The only thing required is some sincerity on the part of the MLAs, ministers and bureaucrats. During the previous 4/5 years, the forest department could hardly collect Rs 4-5 crore as tax. However, during the last 9 months after the BJP led coalition government came to power, the department under the ministership of Th Shyamkumar had been able to collect Rs 19 crore as tax which is indeed appreciable. It was because the ministers and bureaucrats were not sincere and they were interested only in accumulating wealth for themselves that the state has not developed till this day.
The Chief Minister further said that the government is trying its level best to provide quality life and improve the standard of living of the people of the state. New initiatives and schemes have already been implemented to improve various sectors in the state, he added. He also assured that Chief Minister-gi Eikhoi Lairik Yengminnasi scheme will be launched within 10 days.
The chief minister further informed that selection of beneficiaries and implementation of MOBC schemes are done under the supervision of Work Advisory Committee.
Stating that there is acute shortage of manpower in MOBC department, N Biren said that the department has been bifurcated into two departments viz. department of Welfare of Minorities and Department of MOBCs & SCs. He stated that there are no irregularities in EDP and other MOBC schemes or in utilisation of department funds. He assured that the list of beneficiaries for various schemes will be uploaded soon on the website and published the same through media.
