Creation of new districts in valley being discussed: K Shyam
BISHNUPUR,5th Oct: For administrative convenience, creation of new districts in the valley region is being discussed, revealed CAF&PD and revenue minister Karam Shyam. He was speaking during the inauguration of SDO Nambol Office, Oinam Government Girls’ High School and a water supply project at Bishnupur district on Friday. PHE minister L Dikho; Oinam MLA and Manipur Pollution Control Board chairman L Radhakishore Singh; Thanga MLA and PDA chairman T Robindro; Kumbi MLA, S Bira Singh; ex-Union minister Th Chaoba; deputy commissioner Bishnupur Pawan Yadav; and Loktak Development Authority project director L Bhagaton also attended the function.
Speaking as chief guest, Karam Shyam conveyed that plans for creating the new districts are at the nascent stage and as such there should be no hasty conclusion that the new districts will become reality any sooner. Asserting that he will not relent from dismembering favouritism and nepotism from politics, he said that politics is challenging because politicians face difficulties in putting their policies and ideas into actual practice.
The Minister stressed on the importance of Manipur Conservation of Paddy Land and Wetland Act, 2014 and its strict rules regarding land allocation for settlement and commercial purposes. Noting that many houses have been constructed on farm lands, he said houses constructed before enactment of the said Act will be allowed for conversion into homestead land after a reasonable premium paid to the government.
Shyam lamented that when government moves to remove unauthorised constructions, social media is filled with uploads of so called victims. But it never discussed how they all broke the law. He asserted that as revenue minister he can very easily indulge in corruption as land is highly sought in Manipur. But he will not take one inch of land from the government nor let anyone do it.
“The Revenue Department looks dirty in the eyes of the public”, Minister Karam Shyam said, and appealed to all staff of the Department to shoulder their responsibilities honestly and dedicatedly to ensure transparency and accountability for the effective governance and administration of the state. The minister appealed to all concerned to stop working to earn some extra money or being irresponsible or working under pressures from some higher ups.
While inaugurating a Smart Class at Oinam Government Girls’ High School at Oinam, Minister Karam Shyam stated that in today’s world where science and technology is highly developed, the most important thing is knowledge-sharing and students should be disciplined, determined and think in terms of sculpting themselves as wealth of the state.
Regarding a memorandum submitted for construction of some extra classrooms and opening of additional class one to five, the minister assured to consult the matter with the chief minister and the education minister. In his keynote address, DC Bishnupur Pawan Yadav explained that he will give one laptop and projector to the school so that the students can avail themselves of the benefits of learning online via video- conferencing.
Speaking at the inauguration of water supply project at Khoijuman, Minister Shyam appreciated minister Dikho and MLA Radhakishore for their role in ensuring activation of the water supply scheme which aims to cover around 632 households in Khoijuman area. He also informed that sugar cannot be provided at subsidised rate as it not covered under National Food Security Act. In case of kerosene oil, the demand has reduced due to regular supply of power in state, he added.
In his address as the chief guest during inauguration of augmentation of water supply scheme at Khoijuman, PHE minister Dikho stated that the biggest concern of the chief minister is water supply as it is one of the most important projects of the government. He congratulated MLA Radhakishore for his active efforts and commitment in making the project successful by donating Rs 30 lakh from his own MLA local area development fund. Th Chaoba appreciated the innovative activities of the present government under CM Biren’s leadership during the last one and a half year for the welfare of Manipur.
