‘Mentally stressed’ Prof Yugindro apologises to Guv
IMPHAL, 9th Oct: Days after Governor Dr Najma Heptulla reprimanded him for questioning her action, Manipur University vice-chancellor in-charge professor K Yugindro has tendered a formal apology to the Governor for his statement.
In a letter dated October 8, addressed to the secretary to the Governor, professor Yugindro states, “After my appointment as Pro vice-chancellor by the then vice-chancellor of Manipur University on 10th September, 2018 and subsequent letter of Ministry of Human Resource Development, Department of Higher Education, Government of India vide their letter No F No 33-11/2018-CU.IV dated 19.9.2018 conveying that Pro Vice-Chancellor would hold the charge of Vice-Chancellor as per Statute 2(6) of the Manipur University Act, 2005, I went to Manipur University on 20th September, 2018 to see the ground situation.”
“I faced a serious situation there which caused me severe mental stress. While I had not fully recovered from that stress, problems of law and order situation in the campus of Manipur University in the night between 20th and 21st September, 2018 arose causing further tension, and I called on the Governor on 21st September, 2018,” the VC in-charge stated.
The letter further stated, “The question asked by the Governor to me during the meeting were not fully understood by me in the right context because of my mental stress and I had inadvertently made incorrect and inappropriate understanding of the questions of the Governor.”
“I have written on 8th October, 2018 to the office of the President of India & Visitor of Manipur University, the office of Prime Minister of India, Ministry of Home Affairs and Ministry of Human Resource Development, Government of India withdrawing the sentence in second para of my letter on the conversation with the Governor of Manipur and statement made by me on the Governor in second para of my letter dated 3rd October, 2018, addressed to Secretary, Department of Higher Education, Ministry of HRD, Government of India,” it added.
Professor Yugindro tendered unconditional apology to the Governor for the “incorrect and inappropriate statements” made by him “including breach of protocol and propriety related to the Governor”. He also stated that he will submit a separate report on the status of Manipur University shortly. Mention may be made that in the second para of his letter to the HRD ministry dated October 3, the VC in-charge had stated, “I was taken by shock and surprise when the Governor of the State (Dr Najma Heptulla) has questioned my taking of charge of VC of the Manipur University and expressed, unfortunately, her overt support in favour of the agitators at the University in my meeting with her on September 21, 2018,” while seeking Y category security citing risk on his life.
Professor Yugindro also stated in the second para of his letter, “In view of the aforesaid facts, I WOULD LIKE TO REQUEST THE CENTRE TO DO THE NEEDFULL IMMEDIATELY in order to save the University from the hands of terrorist like agitators who desire to run the University at their fancy at the behest of a parallel authority,” which he did not mention in the apology letter addressed to Raj Bhavan.
